Governance in local development, social economy and women’s rights in Bolivia

Bolivia has a poverty rate of about 60%. Since 2006, the government has been seeking to have the population take part in the country’s development, in particular by decentralizing resources and providing autonomy at the territorial level and for indigenous peoples.
Municipal governments and civil society organizations have important roles to play in dialogue with the central government and have become decisive players in responding to society’s collective needs.
ON THE GROUND
In this context, the priorities of Uniterra’s partners for sound management in the empowerment process involve strengthening political dialogue and collaboration with the authorities to fulfil local development projects aimed at improving the living conditions of the populace. Among these projects are matters of access to basic water and sanitation services, including the sound management and disposal of solid waste, citizen participation, especially by young people and women, awareness campaigns and the promotion of maternal health. In addition, the participation and inclusion of women in decision-making areas and demands for their right to have access to water and sanitation is also important.
The government has recognized the importance of the social economy in the fight against poverty as well as creation of the social economy movement. Standards and national certification must now be promulgated and the movement’s actions strengthened to increase its impact.
